Meeting Notes: Jan. 30th, 2012



Present: Jerome Williams, Chair; Scott Schulick, Vice-Chair; Phil Kidd; Nikki Posterli; Michael O'Hara; Jacqueline Taylor; Leona Crogan; Glenda House; Sandra Horton Teague; William H. Carter; Thomas Rusback; Atty. Tony Farris, City Law Director




  • Chairman Williams called the meeting to order shortly after 5pm in the City Council Caucus Room, City Hall.
  • Old Business: There were a couple of house-keeping items that were reviewed. Entry to City Hall for weekly meetings after 4:30pm will require building entrance through the Police Station and taking elevator to the 3rd floor and then across to another elevator to the 6th Floor of City Hall.
    • The meeting dates for the committee were reviewed and discussed. Meetings on Monday unless otherwise noted.
      • February 6, 13, 23 (Thursday), 27
      • March 5, 12, 19, 26
      • April 2, 8, 16, 23
      • May 7, 14, 21, 31 (Thursday)
    • The committee decided that meetings will be cancelled due to inclement weather when the Youngstown City Schools are officially closed.
    • The committee approved the meeting's agenda and meeting dates.
  • New Business / Discussion Items / Action:
    • Quorum: Commission discussed quorum and decided that six (6) members would serve as a quorum. It was properly moved and seconded and all voted in favor.
    • The committee discussed interviewing department heads and members of council to provide input to the commission on charter issues that impair or impede their jobs or the effective functioning of city government as items for the committee to consider. It was determined that the committee would invite council as a group and department heads individually, but that the committee was open to setting up other individual meetings if requested. The committee was open to setting up other individual meetings if requested. The committee will determine a list of uniform questions to ask all interviewed.
    • It was agreed that there should be neighborhood meetings to seek input from the general public.
    • Phil Kidd offered to develop a website for the commission so that individuals might be directed there for information about the commission and to view / download a copy of the current charter, which Law Director Farris will provide most current copy and see that it is the most updated version on the City's website as well. Atty Farris directed the commission to www.conwaygreen.com to review the charter online.
    • The committee asked Atty Farris to provide a list/organizational chart of city government.
  • The committee set its agenda for the February 6 meeting:
    • Develop a calendar for interviewees
    • Develop a set of questions for interviewees
    • Develop a format and set up community meetings
    • Review City organizational chart/list
    • Decide on development of the website
    • Determine needs from City to operate committee and make formal request to the Mayor
  • There being no further business, the meeting was adjourned at approximately 6:30pm
